Job dimensions

- 6 FPSO’s and 2 logistic bases: about 30 cranes offshore and onshore, 100 gantry cranes.

- As Technical Authority, the job holder will take the final technical decision in relation to lifting activities and operations, for heavy lifts or critical lifts.

- CPLO scope covers all Divisions and Projects within organisation, regardless the bloc, the entity.

- Train and advice the SLS (Site Lifting Specialist) on Logistic base and on FPSO’s.

- Train Contractors personnel on all areas.

Activities

HSE:

- Promote safe handling & lifting operations referring to Contractors HSE Policy, Technical and operational Company rules (CR), General Specifications (GS), national and international standards.

- Assess handling and lifting organization in the affiliate.

- Review engineering calculation for critical lifts.

- Approve critical lifting plans and attend the lifting operations (or delegate to SLS).

- Conduct annual reviews in handling and lifting.

- Participate in all handling and lifting audits (Contractors sites).

- Report HIPO, incidents and anomalies.

- Provide expertise in day to day handling and lifting activities on sites: lifts categorization, hazards identifications and risks assessments, technical reviews (lifting procedures and organizations), equipment’s selection and contractor’s equipments’ suitability, toolbox talks meeting organization, post

-job briefing and completed job’s assessment.

- ‘Generic lifting plans’ periodical review and re-issue.

- Skills’ assessments, qualifications and progress/improvement plan drafts for all personnel involved in lifting and handling operations.

- Lifting and handling procedures/instructions’ update and development. Ensure that they are well assimilated and applied.

- Issue monthly activity reports

- Assesses the personnel competencies to carry out lifting or handling operations;

- On sites, coaching and mentoring of staff involved in lifting and handling operations and particularly Angolan (part of angolanisation process).

OPERATION:

- Propose individuals to RSES for SLS nomination;

- Advises the subsidiary RSES’s and project managers on request;

- Seeks assistance from Headquarters CPLO if there are doubts on rules application

- In case of severity level 2 lifting “Technological risk management”), the CPLO must be involved in the risk assessment and has to valid the lifting plan.

- In case of severity level 1 lifting, the CPLO has to be involved in the lifting project and has to report to Headquarters CPLO. The last can involve EP/DEV/TEC for validation if deemed necessary.

- Detailed written hand-over before holidays.

Context and environment

- Position is based offshore and onshore  in Angola.

- Requires frequent transfers (from/to offshore or onshore), often with short notice.

- Fast growing activity (from 4 to 6 FPSO in 2 years).

- Lack of Lifting safety awareness within workforce Accountabilities

- To ensure the safe performance of handling and lifting operations throughout Contractor in Angola activities.

- The job holder is responsible for the development at a subsidiary level of appropriate policy, procedures and methodologies to ensure that major hazards associated with lifting operations on all company sites are properly assessed, evaluated and managed in accordance with relevant statutory, group and corporate requirements.

- Material choice, complex and complicated lift plan approval, lifting equipment’s certification validation and operational decisions.

Qualifications/Experience required

- Exhaustive knowledge of International lifting standards and best practices (ASME, FME, DIN, NSL, etc .)

- Technical knowledge of lifting equipments found on a logistic base and on offshore assets (pedestal cranes, crawler cranes, gantry cranes, forklifts, slings, etc…).

- Ability to prepare and check lifting engineering calculations, risks assessments, lifting plans

- 15 years experience in Lifting trend

- Experience in Oil & Gas Industry is a plus - Autonomy, Flexibility, Adaptability are mandatory

- Team building awareness, leadership, multicultural awareness and communication skills

- Language: fluent English or French, good practice of Portuguese

- Computer skills: Microsoft Office Suite (Word, Excel, Power Point)

- Good writing skills (issuance of reports, audits, synthesis).
