The client is an operator with a global offer and manages projects in France and abroad who has joined the Shell Group 3 years ago.

 

Job description

The position plays a key role in driving the Goal Zero strategy to floating offshore wind projects and HSSE objectives and in driving the HSE culture throughout the organization.

Primary focus for this role will be to support the FEFGBI (Ferme eolienne flottante de Groix & Belle-Ile) which is a three partners’ joint venture; CDC with the objective to develop, construct and operate the pilot floating offshore wind site Groix and Belle-Ile (GBI) off the coast of Brittany as a Shell Operated Venture.

Secondly this role will support commercial opportunities and projects development in floating offshore wind (e.g : HSSE due diligence, HSSE support for tender, HSSE support for projects development) according to the Shell Renewables & Energy Solutions HSSE standards and will work closely with the Shell-EOLFI HSSE Manager to deliver successful projects and to drive Goal Zero strategy in projects developments.

The HSSE Engineer will also support the Shell-EOLFI HSSE Manager in implementing HSSE actions plan across Shell-EOLFI organization and will contribute to the development of a robust HSSE culture across all lines of businesses (offshore wind, onshore wind and solar/PV).

This role will be a critical HSSE position into the GBI technical project team ideally based in Paris or Nantes.

Purpose and Accountabilities

There is responsibility for development, implement and operating the Shell HSSE management, including overall management and maintenance of a robust Incident Reporting and Investigation process to ensure timely reporting, and learning from HSSE incidents. Furthermore, this position includes partnering with Shell stakeholders to support audits, studies, reviews, and gap analyses toward continuous HSSE performance improvement.

 

 

Responsibilities

  • Manage HSSE risks associated with the project by establishing a process to identify HSSE Hazards and to reduce the Risks to As Low As Reasonably Practicable (ALARP).
  • Develop/implement effective HSSE & SP assurance/governance processes. Responsible for contributing to internal and external audits and assessments, and HSE/site inspections.
  • Develops and deploys a robust HSSE training program for all project personnel to improve their safety leadership behaviors and inspire them to achieve the objectives of zero incidents and environmental damage.
  • Lead and coordinate effective contractor HSSE management to ensure contractors scope is consistently executed in line with the Shell HSSE policies.
  • Ensure compliance with industry, national and local HSSE regulations, and use regulatory requirements, best practices, and hazard analysis to develop and implement sound HSSE procedures and instructional materials.
  • Manage incident and non-compliance investigations, lead/participate in Audits and Reviews as required, identify, and address Continuous Improvement opportunities.

 

Profil

Skills and requirements

  • Practical generic experience in health, operational and/or behavioral safety and environmental management.
  • Experienced in implementing and executing HSSE management systems and policies.
  • Technical competencies in operational safety, safety in design, construction safety, and health protection should be aligned to scope to ensure effective management of HSSE risks.
  • Working knowledge of the French Health, Safety and Environmental Regulations / Standards.
  • Ability to perform fit for purpose risk assessment and mitigations is key to success in this role.
  • Strong project management skills and ability to deliver through others, ability to communicate effectively across all operational levels.
  • Strong communication and reporting skills are essential, as is fluency in written and spoken English and French.
  • Ability to apply resilience under pressure and adapt with the business through changing contexts.

 

Education and Experience

  • Degree in Engineering, HSE management, or demonstrated equivalent.
  • Minimum of 7 years of operational offshore HSSE experience, or strong HSSE project management experience.
  • Able to communicate in both English and French.
  • This role will include some business travel to different locations in France and in Europe including to contractor offices & manufacturing locations and at the offshore project location.
